Formed in 2012, the Waterloo Housing Trust Fund (WHTF) is a local non-profit organization, governed by an independent Board of Directors and recognized by the Iowa Finance Authority (IFA) as an approved Local Housing Trust Fund. INRCOG, under a contract with the WHTF, is responsible for administration of the program.
The WHTF receives annual funding from IFA and is matched with local dollars to support housing projects within the city of Waterloo. The annual funding is awarded by the Board to other non-profit and public organizations to improve housing situations for city residents.
Using a formal Request for Proposals process, the Board has allocated funding for sheltering projects, rehabilitation and repair projects, tenant-based rent assistance, and other housing-related projects.

IFA funding is typically announced in mid-December each year with the Board of Directors awarding the funds in February or March. Awards are generally open for a year-and-a-half to two years.
