Community Planning

Our Planning services include the development or update of Comprehensive Plans in collaboration with city officials, staff, and its citizens to develop a strategic vision to enhance your community’s vitality, economic growth, and land use and guide decisions to ensure your city remains a thriving community. 

Zoning Ordinances and Restricted Residence Ordinances are locally adopted laws that regulate the use, size, density, and location of development within the community and contain two components—written text and a map. These ordinances may also include provisions governing floodplain development, signage, and parking regulations.

 Subdivision Ordinances are locally adopted laws that regulate the division of land at the local level and establish consistent procedures, timelines, and standards of platting land within a community. 

We have coordinated multi-jurisdictional, county-wide Hazardous Mitigation Plans (HMP) throughout our region. These plans identify potential disasters, both natural and man-made, that a community may face and outlines implementation strategies for minimizing the impacts of these disasters. Several grant programs have mitigation planning requirements and help local governments fund pre-disaster projects mitigation efforts identified in HMPs as well as funding for post-disaster recovery. 

We can develop other planning tools unique to your community including signage, parking regulations, strategic plans, capital improvement plans, and grant writing. We also offer guidance on city codes, resolutions, ordinances, capital improvement plans, and needs assessments for solid waste, fire, and emergency services. 

Community Development

INRCOG can help your community develop and implement a range of important projects such as public facilities, stormwater and sanitary sewer system improvements, neighborhood and downtown revitalization, housing repair and rehabilitation, and streetscapes. We can prepare loan applications to state and federal agencies to help secure needed financial assistance and provide full grant support--from writing the grant application, administering successful applications, to project closeout. Our services include environmental and historic reviews, assistance with land acquisition, contractor compliance with federal wage requirements, and final project auditing.
